I have a 2002 Specialized Sirrus Elite frame that came down hard on a metal surface and has a dent in the down tube at the base of the bottle cage mount. The frame is slightly torqued. I'd like to get it straight again and build it into a foul weather bike. While I'm at it, the BB is pret near fused in the frame. There's more to the story, but the down tube is the biggest issue. Suggestions?

No.

From what I can tell, steel frames are repairable, aluminum and carbon are not. Here's a couple links of interest for you -
