I have a new Shimano 3-speed hub and I'm curious if there's any way to
do this--more as a discussion of theory rather than anything I will be
doing lately.

Can the pawls on the carrier unit (Part #4) that drive the brake be
removed, while leaving the rest of the functionality unaffected?

I'm guessing you might be able to do a free coaster mod to it, but I've
never seen it done with a geared hub and I don't know if it will have
ramifications on the operations of the gears.
Typically with your average coaster brake you remove the shoes and then
shim the guts with washers to take out the slack.
Do a search for freecoaster coaster brake mod or watch this
