Doesn't matter, according to the Pro Tour "Ethics" he has to be
suspended as long as there is an open case. Guilty until proven
innocent. CONI has to act quickly and resolve the case if he
wants to ride in the TDF.

The issue here is the unusually high level of Salbutamol. He does have a
Therapeutic Use Exemption (TUE) but it is the amount that is in question.

His salbutamol changed between June 27 and June 28? No, the issue is
that Milram didn't understand on June 27 what it was they had signed,
and had to come back the next day and announce that Petacchi was
suspended since the investigation was "open."
This entire thing is not a well thought out plan.
