I recently had a new Surly Pacer built up with a group from another bike.
That bike had 700x25 Continentals. I had a pair of 700x28 Ruffy Tuffys with
low miles, so I swapped them. Argh. The front fender had plenty of
clearance. The rear didn't. The tire rubbed the fender right under the brake
bridge. It doesn't look like I can make it work, at least not with this
fender/tire combination. Surly claims 700x28 will work with fenders. The
fenders are Planet Bike Freddy Fenders, and the brakes are Tektro 521.
Everything is supposed to work, at least according to the makers. So am I
stuck with only a front fender?

Is the mounting bracket pushed up as far as it'll go on the brake
bolt? Dumb question, but hey, we can all be dumb. On my Redline, which
comes with those exact brakes and Planet bike fenders, I've got plenty
of room with the stock 30mm tires, and should be able to mount ~34mm
tires with little difficulty. Brake carts are pretty low in the slots.
45mm fenders.
Maybe they screwed up at the factory, but I have my doubts. They use
pretty accurate meat eating robots to weld them.

Dear Gooserider:
You might have gotten a bum frame -- what does Surly/QBP say about
this issue?
