I have a 1999 Bianchi San Remo with Campy shifters. I am working on
replacing the cable housings, and noticed these spring loaded
adjusters(?) that are inserted into the downtube cable stops. I do
not see any threading, but there is knurling below the spring. They
do not want to turn by hand, but turn fairly easily using pliers.

Are these der cable adjusters?

Yes and they are rusted because they were not lubricated properly when
new. If they don't turn with the usual machinations (oil, pliers, liquid
wrench, 10-lb maul, small nuclear device, etc) a new pair is ten bucks.
