Are there not areas in the inner-city where kids could play in garbage
strewn vacant lots? The Bay Area is full of bombed out cities with no doubt
acres and acres of vacant lots. That is surely good enough for the likes of
them.
The important thing is that we do not want inner-city trash cluttering up
the countryside with their confounded mountain bikes. It would take a decade
or more to teach them any manners about how to behave in civilized
precincts. Furthermore, you do not ever want inner-city kids far removed
from police supervision. After all, their natural destination is the nearest
state prison.
