To paraphrase Lionel Hardcastle, it is only a "free-ish" country. Even though he was referring to the English-speaking country on the other side of the big salty lake to the east of here.
But "you can't fight city hall".
Peoples with govt IDs (e.g., badges) will tend to cover each other's back-sides, until enough regular peoples get P-O'd enough to decide it is worth the hassle of official harassment, jail, fines, etc. to get the point across to those "in power" to change things.
Then things get changed.
Of course whole new layers of beauracracy result, and whole new areas for and defenses of govt abuse get created.
And several years later, another whole group has to contend with "I thought we got the idea across to stop that kind of crud".
In other words, "the more things change, the more they stay the same". (Read the first hundred or pages of "A Tale of Two Cities", or "The Revolutions of 1848", esp. the parts about France, or the first half of Robert Harvey's "The War of Wars" (about the "Napoleonic Wars").) Thugs in power is thugs in power.
Gosh, I sound like a left-wing nut. Anything but. Not a right-wing nut, either.
Just common sense, tempered with some experience and some reading.

I was a little surprised that most of the posters on the internet labeled Jeff as a nut or militant who should not have been on the road. This on a forum of commuters who have to deal with drivers all the time.
If other cyclists won't side with him, you know noone else will.

Dear Readers,
In my last column, we looked at an incident which a reader named Jeff had with a snow plow when he went out for a ride in the snow one night (see Attack of the abominable snow (plow) man (http://www.velonews.com/article/71866)). Some readers put the blame on that encounter on Jeff for riding in the way of the snow plow. In that column, I promised that this week we would look at some of his other encounters with a local police department. As you will see, he has quite a story to tell about law enforcement ignorance of the very laws officers are supposed to be enforcing.
If we are going to maintain our right to the road it will take more cyclists like Jeff. Just as this country needs real patriots to stand up and defend our eroding civil rights, we need more cyclists to stand up for cyclist’s rights. I’m going to break his letter up into two parts, to make the issues easier to follow:
