I am now wondering why rbr does not have a Revolutionary Suicide
Mechanised Regiment Band.

Which would be a great name for a band. Or a cycling club.

As for the substance of Rev. Sam's message, well, Uganda has been
annoyingly successful at controlling AIDS for many years. The substance
of his message seems hard to impeach, especially when you compare
Uganda's outcomes to those all around it.

Perhaps another example of when regional governments ought to ignore
their international advisors?

Of course, AIDS is a weird enough disease that there's a serious
argument that the epidemic cycle could be broken by widespread
circumcision. No, really.
