It's possible that a claim would be made, but the actual tagging still
in development. Like putting an 'premises monitored' sticker in the
window, people are warned off.

One method, but used for other biologicals.
Radio-labeling can also be used like 51-Cr for blood. (99m technetium,
I-125 also used, injection of which is harmless to humans, mostly).
Also could use RFID tracing tracer bugs, but short range and usually
used to do inventory control. Pretty cheap but doesn't 'broadast' a
signal. Could technology exist to do 'phone home' on a case of PEDs?

Always suspect low tech methods such as the person blabbing or a
confidante blabbing, first.
Tagging pharmaceuticals is done. Mostly for inventory, but google
forensics, pharms, tagging, labeling, tracking.

Subsequent reports show Roche (CERA mfr) strongly denying that a
"marker" molecule was added, it sounds like there was confusion in the
early reporting.
"The misunderstanding about the 'secret molecule' may have arisen from
descriptions of Mircera, which called it 'pegylated', meaning that it
contains a molecule of polyethylene glycol, a stabilising agent.
[...]'The molecule is designed to assist in advancing the management of
chronic kidney disease, not detection of illegal use.'"
However, it's clear that Roche sent advance samples to WADA to help them
devise a detection test. So yes, WADA and Roche, according to both,
were/are in cahoots.

Translation
Roche did add a marker
But not for the specific use of the WADA Wankerz
WADA hoped Roche would keep their yap shut whilst they made like
Evangelists and rammed the Fear of their Phony Got into the
metaphorical Choir-Boys asses (Schleck, Cunego, etc)
But Roche didn't in the interests of the thousands of athletes who are
Brand Loyal to Roach Potions
So now WADA gotta do some fastfootwork to lie their way out of that
one
