Looking for a small tube of waterless hand cleaner - the kind that
easily takes off chain grease. I can't seem to find this anywhere,
everything is too large to carry on a tour.

I carry a small plastic bottle of Purrell (spelling?). On sale at most
drug stores.

Dish detergent.
Useful as shampoo, too.
Hint: rub some dish detergent onto your hands /before/
you start touching filthy bike parts.
Good for de-stinkifying helmet straps, too.
Next best thing is those sachets of alcohol wipes
restaurants give to their patrons who order crab
or lobster dinners. Except Chinese restaurants,
in which case you get a steamed towel which you
must return.
.... mmm ... Lobster Summer at The Keg ...
I think there should be a Mosaic Kosher dispensation
for Atlantic lobster . Not that I observe anyway.
Of course, experienced riders have learnt how to
gingerly handle chains &c without getting all icky.

Why not single packed wipes?
for example

with some other tips

Personally, I prefer to use wipes but any decent size auto parts store
will have waterless hand cleaner. If you decide to experiment, forget
baby wipes and the so-called hand sanitizers. I've found that
cosmetics removing wipes work much better and are readily available in
pocket-sized packages. I disregard brand names and just buy those that
say they remove *waterproof* makeup. I carry them in a ziplock baggie
and stuff the used ones back in the baggie. No muss, no fuss, no
greasy feeling hands, and no litter.

GOJO® NATURAL* ORANGE™ Pumice Hand Cleaner is available in 4 ounce bottles.

You'll probably also be able to find it at auto parts stores.
Worst case, buy the larger size and some Coghlan's Squeeze Tubes from
REI or other camping store. "http://www.rei.com/product/696007"

A friend of mine carrries a few packets of Purell hand cleaner with
him in his saddle bag. It works fine for him and is available at Sam's
Club and elsewhere.

I've got a small bottle of Fast Orange purchased from Auto Zone. IMO
one of the best hand cleaners out there, and it's waterless. The
small bottles & tubes are pretty small, but the stuff is so potent you
could move some to an even smaller tube, if you desired. They also
sell wipes, but I have not used those. If I really wanted to save
space, I'd take a mostly used tube chap-stick (or just cut 95% of the
lip balm away), twist the dial so the stuff was totally retracted, and
then squirt the Fast Orange in there. When you need some, just twist
the bottom just liek you would to raise up the chap stick, only up
comes a bit of fast orange instead.
A holloed out chap-stick container would hold enough Fast Orange to
degrease your hands a dozen times or more.

Fast Orange is indeed a great product. The real issue is to contain it
properly so it does not leak or dry out.
We recently got some interesting samples from Gojo. They have a premoistened
towelette in a foil package. I think they are targeted for the sales counter
at auto parts stores. There are two types, one has an abrasive surface and
the other a smooth fabric. The smooth one is a smaller packet and probably
better suited for a bike bag. The only real issue is the disposal of the
package and used towelette. It does work well for bike cleanups of all
types.

If you can carry the non used, you can carry the used ones, just put them
back in the packing...

I bought some of these at Kragen (Checker/Schucks/Kragen/Murray's) today
for $1.39 each. It's a good size for carrying on a tour; not
stupid-small, but not too big either.
